Monitoring and Evaluation Officer
Grade: 10

Reporting To: The Town Clerk
Applications are invited from suitably qualified and experienced persons to fill the above-mentioned position which has become vacant in the Office of the Town Clerk.
Duties and Responsibilities

* Develop and implement the City of Gweru’s Monitoring and Evaluation (M&E) framework, systems, tools and guidelines.
* Coordinate the monitoring and evaluation of Council programmes, projects and strategic initiatives.
* Track implementation of the Council Strategic Plan, Departmental Work Plans and Key Performance Indicators (KPIs).
* Collect, verify, analyse and interpret performance data from all Council Departments.
* Prepare monthly, quarterly, annual and ad hoc monitoring and evaluation reports for management and Council.
* Develop performance dashboards and other reporting tools to facilitate decision-making.
* Conduct field visits and inspections to verify implementation progress, outputs and outcomes.
* Assess programme effectiveness and recommend corrective actions where targets, budgets and timelines are not met.
* Identify performance gaps, challenges and recommend corrective actions to improve organisational performance.
* Support departments in developing logical frameworks, performance indicators and results matrices.
* Ensure the quality, accuracy, consistency and integrity of monitoring and evaluation data.
* Facilitate programme and project reviews, evaluations and impact assessments.
* Provide technical support and capacity building to departments on monitoring, evaluation and Results-Based Management (RBM).
* Maintain an effective M&E database and records management system.
* Benchmark Council performance against local, regional and international best practices.

Qualifications and Experience
Qualifications and Experience
The successful candidate should have the following qualifications and experience:
* Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Public Administration, or a related field from a recognised institution.
* A postgraduate qualification in Monitoring and Evaluation, Project Management or Strategic Management will be an added advantage.
* At least three (3) years’ relevant experience in monitoring and evaluation, performance management, strategic planning or programme management, preferably within the public sector or a related environment.
* Clean Class 4 Driver’s Licence.
