Finance and Administration Manager

Role Purpose
The Finance Manager will lead the organization’s finance function, ensuring strong financial
stewardship, timely and accurate reporting, effective budgeting and cashflow management,
robust internal controls, and full compliance with donor requirements, organizational
policies, and statutory regulations. The role will provide strategic financial guidance to
management and support organizational planning, audits, and decision-making.
Key Responsibilities
Financial Management, Planning & Reporting
• Lead the preparation of monthly, quarterly, and annual management accounts and
financial reports.
• Oversee the general ledger, month-end and year-end close processes, and ensure
timely reconciliations of bank, cash, and balance sheet accounts.
• Coordinate the development of organizational and project budgets, forecasts, and
budget monitoring reports.
• Provide financial analysis and advice to management to support planning, resource
allocation, and decision-making.
Payments, Treasury & Cashflow Management
• Review and authorize payments, payroll inputs, staff reimbursements, and supplier
disbursements in line with approved budgets and policies.
• Monitor cashflow requirements and ensure the availability of funds for program and
operational needs.
• Maintain strong treasury controls and oversee banking relationships and
transactions.

Compliance, Audit & Internal Controls
• Ensure compliance with donor regulations, organizational policies, tax
requirements, and other statutory obligations.
• Strengthen and monitor internal controls, financial procedures, and risk mitigation
measures across the organization.
• Coordinate internal and external audits and ensure timely resolution of audit
findings and management letter issues.
Team Leadership & Operational Support
• Supervise and support finance staff, ensuring clear work allocation, performance
follow-up, and continuous capacity building.
• Provide financial guidance to programme and operations teams on budget
management, donor compliance, procurement, and documentation standards.
• Oversee financial records management, including secure and organized filing
systems for all finance documentation.
• Contribute to organizational systems improvement and perform other duties as
assigned by management.
PERSON SPECIFICATIONS
Qualifications & Experience
• Degree in Accounting, Finance, or a related field; a professional qualification such
as ACCA, CIMA, CA, or CIS is an added advantage.
• At least 5 years’ relevant finance and accounting experience, with a minimum of 3
years in a supervisory or management role, preferably in an NGO setting.
• Strong knowledge of donor-funded project financial management, budgeting,
reporting, and compliance.
• Proficiency in accounting software (QuickBooks Online) and advanced MS Excel
skills; familiarity with cloud-based document management systems is desirable.
• Strong understanding of financial regulations, tax compliance, internal controls,
and risk management.
• Experience managing multi-donor grants, cost allocation methodologies, and audit
processes.

• Fluency in written and Spoken English and any relevant local language
Work Relationship
• Interaction with senior management and the Board/Finance Committee, where
applicable.
• Interaction with programme, operations, and procurement teams.
• Interaction with banking partners and relevant regulatory authorities.
• Interaction with auditors, donors, service providers, and other key external
stakeholders.
