Welthungerhilfe (WHH) and its consortium partners are implementing the European Union-funded HARVEST Project to enhance climate-smart agricultural productivity, resilience, and commercialization across Murewa, Mudzi, and Mutoko Districts.
WHH invites Expressions of Interest (EoI) from established agribusinesses, processors, commodity traders, exporters, and impact investors to serve as the Anchor Investor and Managing Partner (Majority Shareholder) in a commercially oriented, jointly owned agricultural processing enterprise. Established as an Inclusive 4P (Public-Private-Producer Partnership) enterprise, the Hub will aggregate, process, add value, and market climate-smart dryland crops produced by an organized base of over 4,000 smallholder farmers.

Duties and Responsibilities
Target Value Chains & Strategic Location
The Processing Hub in Mutoko will focus on the aggregation and processing of climate-smart dryland commodities:
• Grains & Pulses: Finger Millet, Pearl Millet, Sorghum, Groundnuts, Bambara Nuts (nyimo), Cowpeas
• Oilseeds & Spices: Sesame, Sunflower, Dried Chilli

Investment & Governance Model
• WHH / Harvest Project Commitment: Investing EUR 200,000 in hub infrastructure and providing 3 years of farmer association capacity building. This investment holds up to a 49% minority equity stake on behalf of participating farmer organizations.
• Anchor Investor Commitment: Co-investing (financial and/or in-kind) to secure the majority equity stake, leading commercial strategy, daily hub operations, and market development.
• Inclusive 4P Value Chain: Farmers participate as commercial business partners and equity shareholders. Youth groups are integrated through complementary service roles (aggregation, pre-processing, logistics).


Qualifications and Experience
Capital & Technology: Co-investing equipment, technology, processing lines, and working capital- Legally registered entity with 5+ years in agribusiness/processing.
Hub Operations: Managing cleaning, grading, shelling, drying, packaging, and storage-Commercial track record in target commodities (oilseeds, grains, spices).
Market Access: Securing off-take contracts, domestic wholesale, and export market access-2 years audited financial statements & proven co-investment capacity
Sourcing & Environmental, Social, and Governance: Building inclusive smallholder outgrower/sourcing models-Commitment to a 7+ year horizon and ESG/smallholder integration
