Job Description
The United Nations World Food Programme (UNWFP) has partnered with Community Technology Development Organisation (CTDO) to implement the Protection and Accountability to Affected Populations (PAAP) project in collaboration with Caritas Zimbabwe and stakeholders on Lean Season Assistance (LSA) programme in Chivi District. The partners aim to provide effective and accountable lean season assistance to vulnerable populations. To ensure that our programs are responsive to the needs of all beneficiaries, particularly women, children, and marginalized groups, we require a comprehensive survey to assess the integration of protection, gender, and inclusion issues throughout the Learn Season Assistance programme.

Objective
The objective of this survey is to gather data and insights among the 123,334 LSA participants on the protection, gender, and inclusion dynamics with a focus on:
1. Identifying protection concerns and risks faced by beneficiaries, particularly vulnerable groups including persons with disability, women, children and the youth in accessing food aid under the LSA program
2. Assessing the extent to which LSA programme address the specific needs of women, children, the youth and marginalized groups in terms of gender, protection and accountability issues in their respective areas.
3. Evaluating the inclusivity and accessibility of Lean Season Assistance (LSA) programme for persons with disabilities.
4. Providing recommendations to enhance the integrated protection, gender, and inclusion aspects of Lean Season Assistance programme for future reference

Duties and Responsibilities
Scope of Work
The consultant/team will be responsible for:
• Conducting a review on the WFP Gender Strategy document and assessing the level of its implementation within the LSA programme.
• Developing the survey questionnaire and qualitative data collection tools.
• Training enumerators.
• Collecting and analysing data.
• Providing a comprehensive report with findings, conclusions, and recommendations. Which should be at most 20pages

Deliverables
The consultant/team will submit the following deliverables:
• A survey inception report which should be not more than 10 pages.
• A comprehensive report with findings, conclusions, and recommendations which should be at most 20pages and should be kept confidential and not to be shared with any third part. This will be ensured by having the consultant to sign a data protection and confidentiality contract/agreement.
• A presentation summarizing the key findings and recommendations that will be presented to WFP and CTDO Management.
• Raw data sets and data analysis outputs.


Qualifications and Experience
Consultant/Team Requirements
The consultant/team should have:
• Minimum Master’s degree in a related field
• Experience in conducting surveys and research on protection, gender, and inclusion.
• Strong knowledge on humanitarian assistance and development programming.
• Excellent data collection and analysis skills.
• Strong report writing and presentation skills.

Proposals:
• The consultant must submit a combined brief technical and financial proposal.
• Consultant to include information on the company or consultant profile, clearly stating previous social inclusion, PSEA, protection, accountability experience.
• Include valid tax clearance certificate.

Timeline
The survey is expected to be completed within 20 calendar days from the commencement date. The consultant/team will provide regular updates on progress and submit the final report with a maximum of 20pages by 20/04/2025.
